With its own rich cultural resources and abundant scientific and technological resources, Heping District takes the opportunity of building a national-level demonstration base for cultural and technological integration. The district takes steps to promote the deep integration of cultural and new technology, take effort to develop the more vigorous cultural industry. First, the district has become the largest cultural experience consumer place ande trading platform in Shenyang because of the "Jiu-Wu Culture Community” built by Shenyang Publishing and Distributing Group which is the multi integration of "people, interaction, space, commodities, exhibition, sightseeing, leisure and service" . At present, the “Jiu-Wu Cultural Community” in Tieling has been successfully operated and it’s spreading the successful Shenyang's cultural spirit. Second, the “new valley of northern culture", taking the Key Laboratory of publishing Convergence Development (Liaoning) of the State Administration of Press, Publishing, Radio, Television and Publishing of the Northern Culture and New Valley as a demonstration lead, taking media publishing production, Internet solutions and experiential cultural consumption as innovative formats, creating a digital publishing industry. Till now , 30 related enterprises, such as cultural media, Internet entertainment, digital publishing and other pan-cultural entertainment industries, have been introduced. Thirdly,  the industrial alliances with all cultural industries has tight the connection among the government, universities, enterprises and institutions, and promote the standardized management and coordinated development of cultural and creative industries in the district. Da Sanhao District has been successfully divided into Shenda National Independent Innovation Demonstration Zone, and the  High-tech Zone has become a famous brand demonstration zone of science and technology and service innovation industry in Liaoning Province; University Science and Technology Achievement Transaction  Platform- The incubation base of cultural and creative industries in Colleges and universities has been built and put into operation; there are  Total 19 double-venture projects like "Three Good Creative Space", Qidi Science Park (Shenyang), and Northeast University Student Entrepreneurship and Innovation Base in this district ,and owns a total area of more than 140,000 square meters, 823 innovative enterprises and more than 3300 entrepreneurs.. Sanhao Street " cross-Strait Youth Pioneer Park" has been approved as "Cross-Strait Youth Pioneer Base" by China-Taiwan Office and Taiwan Office.
